Nach Lehrstuhlvertretungen an den Universitäten Tübingen und Göttingen erhielt er 1981 einen Ruf auf eine Professur für Öffentliches Recht am neugegründeten Fachbereich Rechtswissenschaften der Universität Osnabrück.
Seit 1989 ist er Direktor des Instituts für Kommunalrecht der Universität Osnabrück.
Seit dem 4. Mai 2006 ist er Mitglied des Niedersächsischen Staatsgerichtshofs.
