Der Ansatz des BMZ der alternativen Entwicklung, ländlicher Entwicklung in Drogenanbauregionen, geht von dem Grundsatz aus, dass der Drogenanbau nur dann nachhaltig zu reduzieren ist, wenn seine Ursachen bekämpft werden.
